West Palm Beach City Commission Meeting Approvals and Decisions

WEST PALM BEACH, FL (May 31, 2023) – Below is a summary of the approvals and decisions made by the City Commission meeting on Tuesday, May 30, 2023.

MAYOR’S OFFICE – Mayor Keith A. James proclaimed the week of June 5-9, 2023 as Code Enforcement Officer’s Appreciation Week. The Mayor and City Commission also accepted a certificate of appreciation from Marjorie Ferrer, on behalf of the Daughters of the American Revolution (DAR) in recognition of the City’s sponsorship of U.S. Constitution books for students at Forest Hill Community High School and Palm Beach lakes Community High School in support of the America 250 Celebration and Project.

CITY ATTORNEY – Approved a resolution for a settlement between the City of West Palm Beach and GuideOne Mutual Insurance.

DEVELOPMENT SERVICES – Continued a public hearing and first reading of an ordinance to the June 12, 2023 City Commission meeting to amend Chapter 94, Article IV: Downtown Master Plan, Sec. 94-106 – General uses with special requirements, and Article IX – Permitted uses, uses permitted with extra requirements, and special uses, Sec. 94-273 – Extra requirements for special uses or permitted uses; to modify and clarify specific regulations regarding Medical Marijuana Dispensaries and Pharmacies; approved an ordinance after a second public hearing to amend the Rosarian Academy Community Service Planned Development (CSPD) to expand the boundary of the CSPD, to encompass the entire school campus; approved an ordinance after a second public hearing to rezone the parcels generally located north of 7th Street, south of 8th Street, west of North Flagler Drive, and east of North Olive Avenue from the Downtown Master Plan sub-districts of Loftin District – 5 (LD-5) and Loftin District Residential (LD-R) into the Rosarian Academy Community Service Planned Development (CSPD); approved a resolution approving a new site plan for Rosarian Academy that includes the demolition of four (4) existing structures, onsite improvements to traffic circulation, installation of a sports field, and the relocation of campus facilities; approved three ordinance changes after three public hearings to modify existing land uses, and approved a resolution regarding development regulations and conditions to create the Kirksey Commons Commercial Planned Development at 424 LA Kirksey Street; approved a resolution to abandon a portion of the public alley right-of-way located between LA Kirksey Street to the north 14^th Street to the south, North Dixie Highway to the east and Spruce Avenue to west as part f the Kirksey Commons Commercial Planned Development.

ENGINEERING – Approved a resolution authorizing a pilot program for transportation services to replace the current trolley system and approving an Agreement for Stopgap Transportation Services with Circuit Transit, Inc.

HOUSING and COMMUNITY DEVELOPMENT – Approved an ordinance on first reading after a public hearing authorizing a long-term lease and expansion of the Palm Beach Rowing Association, Inc.’s Boathouse at Lake Mangonia Park.

MANDEL LIBRARY – Approved a resolution approving a Memorandum of Understanding and Agreement with eh School Board of Palm Beach County for the Summer Seamless Option Program for the summers of 2023, 2024, 2025 and 2026 to include serving nutritionally well-balanced lunches and snacks free of charges to children at the Mandel Public Library, South Olive Community Center, Vedado Park Community Center, Gaines Park Community Center and Pleasant City Community Center.

PARKING ADMINISTRATION – Approved a resolution authorizing the allocation of $39,745 in parking meter revenues derived from the recaptured revenues from parking meters equipped with vehicle detection sensors to the Department of Housing and Community Development to fund various homeless initiatives.

PARKS and RECREATION – Approved a resolution approving a special event license agreement with the Pan-Hellenic Council of Palm beach County, Inc., for the Second Annual Greek Picnic on Saturday, June 10, 2023 at Lincoln Park;

POLICE DEPARTMENT – Approved a resolution amending the fiscal year 2022-2023 Miscellaneous Trust Fund Budget to authorize appropriations of $77,805 from the State Law Enforcement Forfeiture Receipts for the purchase of bomb technician suits and related equipment; approved a resolution amending the fiscal year 2022-2023 Miscellaneous Trust Fund Budget to authorize appropriations of $8,882 from the State Law Enforcement Forfeiture Receipts for satisfying a legal lien related to acquiring a vehicle to be used for criminal investigation activities.

PUBLIC UTILITIES – Approved a resolution approving an Interlocal Agreement between the City of West Palm Beach and Palm Beach Soil and Water Conservation District for the implementation of an urban irrigation efficiency improvement program, related to landscape irrigation water efficiency; approved a resolution to execute a Utility Work by Highway Contractor Agreement (UWHCA) with the State of Florida Department of Transportation (FDOT) for city utility work in conjunction with State Road A-1-A Milling & Resurfacing (Emerald Beach Way to Royal Palm Way) in the Town of Palm Beach;
