West Palm Beach City Commission Meeting and Community Redevelopment Agency (CRA) Approvals and Decisions
WEST PALM BEACH, FL (03-07-23) – Below is a summary of the approvals and decisions made by the City Commission meeting on Monday, March 6, 2023.
MAYOR’S OFFICE – Mayor Keith A. James presented a proclamation designating March 2023 as Florida Bicycle Month.

Introduced a presentation by the West Palm Beach Downtown Development Authority (DDA) and the West Palm Beach Arts & Entertainment District on the new Trojan Rocking Horse Project for the downtown waterfront area. The project includes eight life-sized rocking horses designed by local children, grades K-12, at the GreenMarket in January. The eight horses were built under the direction of Finnish artist Marco Casagrande, and Casagrande Laboratory.

Approved a resolution approving a Building Improvement Grant through the Economic Development Division of Sugaring Global LLC for $100,000 to make improvements at 2617 Division Avenue; approve a resolution for a Building Improvement Grant through the Economic Development for Dixie Grill & Brewery Co for $50,000 to make improvements to 5107 S. Dixie Highway.
CITY ATTORNEY – Approved on first reading and after a public hearing, an ordinance amending the City Code by creating a Division III to Chapter 54, Article III that regulates the projection of unauthorized images.
COMMUNITY REDEVELOPMENT AGENCY – Continued two resolutions until April 3, 20223, the first for a sixth amendment to the interlocal agreement between the City and Community Redevelopment Agency and the CityPlace Community Development District relating to expenditures of increased increment revenue and approving a second amendment to the right-of-way improvement and maintenance agreement. Provided an update to the Styx Promenade complex of four houses on Seventh (7th) Street. The CRA has signed purchase and sale agreements with three prospective buyers and the fourth property is still available; approved a resolution amending the PSC contract for additional services for CRA districts, the Historic Northwest, and Broadway subdistricts.
DEVELOPMENT SERVICES – Approved a resolution consenting to installation of improvements in the City right-of-way adjacent to 445 Datura Street and approving the right-of-way maintenance agreement with SHP VI Datura West Palm Owner LLC for maintenance of the improvements; approve a resolution granting an aerial easement to SHP VI Datura West Palm Owner LLC over a portion of the sidewalk at 445 Datura Street for a canopy serving the entrance to Watermark Senior Living Project; approved a resolution approving the transfer of developmental rights to Nora Holdings LLC for the development of properties within the NORA District; approved a resolution for the transfer of development rights under the historic property incentive to West Palm TDRS LLC for the development of properties within the Downtown District; approved a resolution for the transfer of development rights under the historic incentive to TDR bank for Commercial Florida Solana Holdings LLC which may be used for development properties at 992 and 996 Datura Street; approved a resolution after a public hearing to abandon and vacate a 2,662-square-foot portion of an alleyway between South Rosemary Avenue, Evernia Street, Fern Street and the FEC Railroad for $725,000 for use by City Place North Partners LP; approved a resolution after public hearing for a major amendment to the Napleton Hyundai Commercial Planned Development to renovate and expand the existing showroom, add a new showroom and service center.
ENGINEERING – Approval of a resolution to submit a grant application for $1.1 million to the Florida Department of Transportation through the Palm Beach Transportation Planning Agency for construction of the Spruce Avenue Improvements Project from 36th Street to 40th Street; approved a resolution to submit a grant application for $1.5 million to the Florida Department of Transportation, through the Palm Beach Transportation Agency for construction of the 7th Street Improvements Project from Australian Avenue to Tamarind Avenue.
HOUSING and COMMUNITY DEVELOPMENT – Approved a resolution transferring $604,925 from the Community Development Fund to the Capital Grant Project Fund to provide appropriations for construction of a neighborhood resource hub at 1540 N. Australian Avenue; approved two resolutions approving a substantial amendment to the City’s annual One-Year Action Plan to incorporate the HOME-ARP Allocation Plan and a second resolution to amend the HOME Program Grant and General Fund budgets to reclassify funding for the American Rescue Plan Act of 2021 to provide appropriations for activities related to COVID-19 response.
PARKING ADMINISTRATION – Approved a resolution appropriating $1,636,000 for parking improvements, repairs and professional services.
PARKS and RECREATION – Approved a resolution to submit a grant to the Florida Inland Navigational District for a Waterway Assistant Program Grant for $212,500 to fund half of a 50/50 matching grant to replace the pier a Brian Chappell Park; approved a resolution to retain the Village of Palm Beach Lakes Property Owners Association to provide landscape services for the grassy rights-of-way and medians for $20,000 a year; approved an ordinance on first reading after a public hearing, amending the special events permitting process to provide a mechanism in which the City is notified of large group feeding events or social service food sharing events with 25 or more people.
POLICE DEPARTMENT – Approved two resolutions authorizing submission of a grant application to the Florida Department of Transportation, and a second resolution allocating $118,000 to fund overtime costs and the purchase of speed measuring devices; approved a resolution renewing an interlocal agreement with Palm Beach County – Public Safety Department for the 911 program services.
PUBLIC UTILITIES – Approved two resolutions approving a cooperative funding program water conservation grant agreement with the South Florida Water Management District, accepting $39,175 to be used for a pilot urban irrigation efficiency improvement program and a second resolution accepting the grant and combining it with existing water and sewer funds to evaluate up to 150 residential irrigation systems and the installation of at least 100 soil monitor sensors or smart irrigation controllers; approved two resolutions accepting and appropriating a $1 million Florida Department of Environmental Protection grant for the North Flagler Drive drainage improvements project; approved two resolutions accepting and allocating a $405,000 grand from the Florida Department of Environmental Protection for design and installation of a two (2) new lift stations along Flagler Drive.
