RE:                  Flag at Half-Staff in Honor of City Commissioner James “J.P.” Powell 
 
On Monday, April 24, 2023, City Commissioner James “J.P.” Powell passed away at the age of 65. Powell was a committed citizen of Winter Haven, serving in different capacities throughout his lifetime. He served as a city commissioner from 2007 until his passing and as mayor from 2011 to 2013. While serving as commissioner, he also was the city liaison to the Polk Transit Authority and the Transportation Disadvantaged Local Coordinating Board and sat on the city’s Community Redevelopment Agency Board. Commissioner Powell will be remembered as a dedicated public servant for his community and the State of Florida.
To honor the memory of Commissioner James “J.P.” Powell and his service to our state, I hereby direct the flag of the State of Florida to be flown at half-staff at the Polk County Courthouse in Bartow, Florida, and the City Hall of Winter Haven, Florida, from sunrise to sunset on Saturday, May 6, 2023.
